What We Do

California Receivership Services is your link between the judgment debtor's liquor license and getting paid on your judgment.

California Enforcement of Judgments Law provides the exclusive method by which a judgment debtor's interest in an alcoholic beverage license may be applied toward satisfaction of a judgment. A receiver appointed by the Court has authority to transfer the judgment debtor's interest in the liquor license to pay off the judgment. The receiver may also be authorized to obtain a temporary retail permit for operation of the premises while the transfer is pending.

"The court may appoint a receiver for the purpose of transferring the judgment debtor's interest in an alcoholic beverage license" - California Code of Civil Procedure §708.630(b)

Receivers may be appointed in both State and Federal Courts within California under the Enforcement of Judgments Law. Parties must be represented by an attorney to request appointment of a receiver through California Receivership Services.

Mr. Bulmer is a founding member and President Emeritus of the California Association of Judgment Professionals, a member of the Bay Area, Los Angeles / Orange County and Sacramento Valley chapters of the California Receivers Forum, and serves as a member of the Board of Directors of the Sacramento Valley chapter. Specializing in corporate dissolutions, fraudulent transfers and judgment enforcement, Mr. Bulmer has been working in judgment enforcement for over twelve years and has over 15 years experience in small business management and technology consulting. Mr. Bulmer regularly lectures on judgment enforcement and receiverships, and serves on the Butte County Superior Court Volunteer Mediation Panel. California Receivership Services is available for appointments throughout the State of California.
